Retiring support for VS 2010 + DirectX SDK without the Windows 8.x SDK

The "Effects11_2010_DXSDK" project is designed to use the legacy DirectX SDK, while "Effects11_2010_SDK81" uses VS 2010 and the Windows 8.1 SDK. The other projects all make use of the Windows 8.x SDK and do not use the legacy DirectX SDK at all.

I plan to retire the legacy DirectX SDK only project since the Windows 8.x SDK is easily obtainable, and the .props for integrating it are included in the Effects 11 package. This will allow me to start to utilize things like DirectXMath and other aspects of newer headers as needed.

This would entail deleting the existing "Effects11_2010_DXSDK" project, and renaming "Effects11_2010_SDK81" to "Effects11_2010".

I don't have a good sense of how many users of Effects are making use of VS 2010 without the Windows 8.x SDK, so I'd appreciate any input on this change and the timing...
